Challenges of the European Space policy

This Conference, organized as part of the cycle « Stratégie et Francophonie », will be the occasion to deal with the opportunities and risks associated to the deep numerous changes that the space European sector is facing, along with the answers that can be given inside a European framework.

On the eve of the 54th session of the Scientific and Technical Subcommittee of the Committee on the Peaceful Uses of Outer Space (COPUOS), Permanent missions of France to the OSCE, in association with the Permanent Mission of Morocco which chairs the Groupe des Ambassadeurs francophones in Vienna, are happy to invite you to a Conference dealing with « Les défis de la politique spatiale européenne » (challenges of the European Space policy).

The main speaker will be Mr. Jean-Jacques TORTORA, Director of the European space Policy Insitute (ESPI).

Previously Secretary General of Eurospace (since 2004, Space Group of ASD (AeroSpace and Defence Industries Association of Europe - formerly AECMA) (2007-2016), Jean-Jacques Tortora has a large and diverse experience of the spatial sector, gained at the Centre national d’études spatiales (CNES), in Paris, Toulouse, Kuru or in Washington DC where represented the French Spatial Agency for North-America.

The international space framework has been under strong and quick mutations: stiff competition, new actors, growing importance of commercial spatial activities, increased investors coming from the private sector, major technological transformations. This evolution trends to generalize the access to space but they also shake the traditional industrial and commercial models of the sector, and question the legal framework that can be applied to space. In this context, what is the role of Europe, whose global budget dedicated to space is of 7 billion euros, which makes it the 2nd important in the world? Is the Space strategy for Europe, recently published buy the European Commission, the answer to the opportunities and the challenges of what is now called the « New space » ?
